a) Education

PRABANDH Portal

. PRABANDH – PRoject Appraisal, Budgeting, Achievements and Data Handling System.

· It is a step towards leveraging technology to enhance efficiency and manage the implementation of Samagra Shiksha.

· It is for transparency and accuracy in the system with respect to approvals, releases financial position.

· Districts can submit the physical and financial expenditure on the PRABANDH portal.

Samagra Shiksha Scheme

· It is a Centrally Sponsored Integrated Scheme for School Education.

· It envisages the school as a continuum from pre-school, primary, upper primary, secondary to Senior Secondary levels.

· It subsumes the 3 erstwhile Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).

· Goal – To improve effectiveness of school, measured in terms of equal opportunities for schooling and equitable learning outcomes.

· Vision – To ensure inclusive and equitable quality education from pre-school to senior secondary stage in accordance with the Sustainable Development Goal (SDG) for Education.

d) New Delhi

The Union Ministry of Culture will organize a two-day event, ‘Festival of Libraries’, at Pragati Maidan next month.
Droupadi Murmu, the President of India, is set to officially open the ‘Festival of Libraries 2023’. The festival will include exhibitions, book-author sessions, workshops for children, and panel discussions on the digitization of libraries. The aim is to celebrate knowledge, bridge the gap between history and the future, and foster a love for reading.

b) Expansion of rights available under Article 21 of the Constitution

In the Menaka case (1978), the Supreme Court overruled its judgement in the Gopalan case by taking a wider interpretation of the Article 21. Therefore, it ruled that the right to life and personal liberty of a person can be deprived by a law provided the procedure prescribed by that law is reasonable, fair and just.

In other words, it has introduced the American expression ‘due process of law’. In effect, the protection under Article 21 should be available not only against arbitrary executive action but also against arbitrary legislative action.

Further, the court held that the ‘right to life’ as embodied in Article 21 is not merely confined to animal existence or survival but it includes within its ambit the right to live with human dignity and all those aspects of life which go to make a man’s life meaningful, complete and worth living.

It also ruled that the expression ‘Personal Liberty’ in Article 21 is of the widest amplitude and it covers a variety of rights that go to constitute the personal liberties of a man.

c) Madhya Pradesh

Union Civil Aviation Minister Jyotiraditya M. Scindia inaugurated Heli Summit 2023 in Khajuraho, Madhya Pradesh and also launched Udaan 5.2 and HeliSewa-App. The 5th Helicopter and Small Aircraft Summit (Heli Summit 2023) was organized by the Ministry of Aviation in collaboration with the Government of Madhya Pradesh, Pawan Hans Limited and FICCI.

c) Sayajrul Ejat Idras

Malaysian fast bowler Syazrul Ezat Idrus has become the first player to take seven wickets in men’s T20 International. Earlier, only 12 bowlers had achieved the feat of taking six wickets in Men’s T20 International. The pair of Deepak Chahar and Yuzvendra Chahal of India is also included in this list.
